My research centers on strategy and innovation in public policy and organization studies, often at the intersection of business and government. I am currently Editor of the Journal of Public Policy. I serve as the Alexander M. Crenshaw Professor of Public Policy, and am an elected Fellow of the National Academy of Public Administration. Above Politics: Bureaucratic Discretion and Credible Commitment, written with Gary J. Miller of Washington University in St. Louis, will be published in the Political Economy of Institutions and Decisions series of Cambridge University Press.
