In 2009, I served as Senior Counselor to the United States Trade Representative overseeing USTR's policy and planning process. My long-term research interests focus especially on the political economy of international trade and investment policy, the governance of information and communications markets, government policies to stimulate innovation, and comparative regulatory and foreign policy.
