I am investigating public policies in the five countries where aquifers can be shared for Colombia and its foreigners. Also, I have been consulting public policies in order to mitigate potential conflict inside my country Colombia for the last twelve years. The New Liberalism model in politics and economy was implemented in Colombia since later 1980s, increasing during 1990s decade. Recently, in 2010s appears the idea of “Planes Departamentales de Agua” (“Departmental Water Plans”, which are latent detonator of social conflicts regarding groundwater between communities, cities, and regions). My interest is to analyze the different models of operation inside those plans. The main issue to follow is if the agency in charge of water will be a private company in one side and public in the other side. During 2013 I am going to Colombia in order to get more public policy information in different organizations and institutions of the government in all city, department, and national level. I have planned to attend some conferences, seminars, congress, and other academic activities.
