Before becoming professor emeritus in 2011, my research and writing focused on the impact of state and national policy on the performance of higher education systems.

Abstract: Copares the higher education systems of New Mexico, California, South Dakota, New York, and New Jersey and describes difficulties of enforcing state policies amid increasing demands for greater efficiency and accountability. Identifies "rule in Use" central to the coherence and hence performance of higher education systems applied by system administrators to meet organizational goals within the constraints of changing and sometimes conflicting federal and state policies.
