My research focuses on the governance and decision making structures that make environmental policy. Bureaucratic discretion, institutional norms and agency behavior are of key interest. My research has included the trending of the use of executive orders in environmental policy making, the role of the appeals board at EPA and court actions, brownfield and Superfund programs, the effectiveness of nuclear waste programs in the US and the performance of EIS documents.
