Governability and Competitiveness of the State under Uncertainty: Comparative Analysis of the BRICS. Modernization of society is impossible without a state, but the state that uses the old structures and methods - centralization, bureaucracy, the mobilization is unlikely to cope with the flow today, problems and conflicts. That is why today there is a search for such a system of government that will be in harmony with the needs of a person living in the communication, fast-paced, complex society. And this will require a new complex thinking, openness to the public, the sensitivity to the needs of citizens, a taste for communication, the modern understanding of effective leadership, an understanding of current challenges and threats. In this way, today being sought handling modern unstable world government leaders, scientists and the public. With the globalization of the sovereign state becomes open to modern challenges if it is competitive and wealthy, an active participant in global change, initiated events in public life, science, communication and international affairs. The main scientific problem, therefore, is to identify measures and forms of coordination by the state, ensuring sustainable development through innovation competitiveness, which corresponds to the volatility and complexity of the modern world. The project includes a theoretical and empirical work on the study of the state of governability of the BRICS and the definition of their unique innovation competitiveness on the basis of the author's index of dynamic capabilities of the state. The scientific novelty of the project is determined by the development of the fundamental concept of the state of control, based on the methodology of complex thinking and synthetic methods of analysis.

Abstract: World perspectives of digital governance are directed by the idea of turn from services to the value of services and co-production. This idea transforms understanding of the relations between the government, businesses, and citizens. All of that attaches importance to the monitoring of service policy and policy feedback. Recent trends in Russian administrative reform (2006-2010) and in implementation of e-government (2009-2015) show some evidence of adopting connected d-governance perspectives here. Three main points could be mentioned: (1) feedback in the regulation of government monitoring of effec-tiveness; (2) citizen participation in the process of service standardization; (3) multi-functional centers, governmental service portals, and e-consultation on federal and regional levels of e-government. Some tensions and limits accompany these trends.

Abstract: The paper concerns contemporary trends in transforming government-society relations and institutional learning through implementation of transparency in governmental activities. Building government-society relations is based on institutionalization of access for different social and business associations into sphere of governmental activities. The main problem of the efficiency and effectiveness of these institutions lies in the transparency of government activities. In the developing public administration systems often cooperation between governmental institutions and civil associations demonstrate partial effect, which is associated not only with blanks of implementation of good institutions , but also of imitation of its activity. "Open Government" in Russia is often called like such incomplete ( imitational ) institution. However, institution building, even with the effect of imitation is important factor of learning that can play a positive role in making imitation of cooperation in the chain of institutional improvement of the whole system of cooperation. The article describes the process of institutional learning in a incomplete or imitational institutions of cooperation between government and society, and its value for the transformation of government to governance.

The textbook contains a description of the network of political management, public policy network, the network of political parties, the network's political participation, global policy networks, e-government and e-democracy. The textbook contains a large illustrative material, literature and assignments.

Abstract: The article investigates the emerging trends in the public administration, defined by the solution of the governability problem under influence of complexity, uncertainty and risk. Particular attention is paid to the conceptual advancements, which were expressed in terms of "governance", "political networks", and "platform". The “governance" concept is revealing as an increase of the coordinating function of the state in the process of joint decision-making with civil society and business. Structurally the "governance" is described as the network political governance. Network models of political governance are described in the article as the political opportunity structure that ensures the efficiency and effectiveness of coordination on the basis of electronic and non-electronic platforms. In this regard, the goal of the platform is in expanding of political opportunities structure for participation in shaping policy and governability. The characteristics of political opportunities structures for different models of network political governance are revealed.
