My research focuses on issues of public management and policy implementation, with a particular emphasis on collaborative governance and intergovernmental relations. More specifically, I am interested in questions of how bureaucratic values influence and shape managerial behavior in collaborative settings, and how such factors impact policy outcomes. My substantive focus includes education policy and tribal politics especially as it relates to Indian gaming issues and partnerships between tribes and public schools.
