My commitment is to connecting past and present in the study of public policies, especially those associated with higher education. Such perennial, significant issues as changing meanings of "public" and private" institutions; access and exclusion in going to college; student aid programs; Title IX and intercollegiate athletics; endowments and philanthropy in higher education; and, tax exemptions of colleges and universities are areas of my continuing research interest. My 2013 book deals with rising costs of higher education. In 2014 Palgrave Macmillan published my book co-authored with Richard Trollinger, PHILANTHROPY AND AMERICAN HIGHER EDUCATION. My new book, HIGHER EDUCATION: ISSUES & INSTITUTIONS, will be published in February 2017 by Routledge Publishers.

Abstract: Public concern about rising costs of higher education in the United States often leads students and their parents along with policy makers to argue that college has become unaffordable. The claim that the price of college today is Btoo high^ is problematic because it is untestable without historical context on how the costs and price of college have changed over time. Abstract: This op-ed essay focuses on the late Earl Cheit, economist and Dean of the Business School at the University of California, Berkeley -- who died in August 2014. Cheit was author of the pioneering, influential 1971 report on "The New Depression in Higher Education" -- and along with fellow researchers affiliated with the Carnegie Commission, transformed research about the financial condition of colleges and universities.

Abstract: Colleges and Universities in the United States have long invoked a combination of Anglo=Saxon legal precedents plus the obligations of responsible philanthropic stewardship to justify policies of perpetual endowments. Our historical analysis provides a counter to this contemporary, conventional wisdom. It is grounded in economist Howard Bowen's "revenue theory" of college costs.
